Suggestion: Seperate summoning and remove NPC Permission for clubs

With one part of this update having a major focus on a Quest rework, it is the perfect update for a long-time requested thing:
Please give us different club permissions for summoning quest NPCs into clubs and for paying Clubits to remove Quest NPCs.
Currently, summoning a Quest NPC and also forcing a Quest NPC to leave is both controlled with the one single permission ,,ControlNPC".

So it is not possible to allow members of a club to freely summon NPC without allowing them to waste all Clubits by repeatedly forcing those NPCs to leave over and over again.

If there would be two different permissions (or even 3), then a club can give all members the permission to summon NPCs at any time, even if no trusted Officer is online. And members can not actually drain away clubits, because they would not have permission to actually remove a NPCs by paying with the Club's stored Clubits.

Please consider adding this feature. It would perfectly fit the whole quest rework and allows clubs to never have an empty Quest slot, as long as even one member is around to summon those.

Ya... it is frustrating on smaller clubs where you see the Rally of the Sword is empty for more than 24 hours... ... and you can't do anything about it.
But I think make it into 2 permissions should be sufficient... too many club permission parameters can't be good at all.

Simply add a new permission that is just for summoning NPCs. Thank You.

This is even more needed now that legendary only is one hour. Imagine an officer summons two 3hr and 1hr npcs, Great! for that short time only people can do quests. However, 3 hrs later no one is on that has permission and so the club cannot complete quests. This is just bad design. It's excusable when npc's weren't disappearing like flies but this will create a lot of tension if there isn't a solution akin to the OPs suggestion isn't implemented.

+1 to this, we absolutely should have a separation of permissions for summoning and banishing NPC's. It's hard to trust people with the permission currently because one bad player can drain all of your saved up Clubits in not that much time at all.

I want to bring this up once again, since it is a very important missing feature for clubs that haven't or can't have trusted members all around the clock to summon quest NPCs.

This issue will become even worse with this update due to the shortened time that rare NPCs will stay.

Quests that only few people would bother to do will block the spot for a long time, but important quests will quickly leave an empty spot behind if no one summons them.

    Once again:
    • It would be an easy solution if EVERY MEMBER of a club can summon NPCs.
    • But at the same time NOT EVERYONE would be allowed to spend Clubits for useless stuff and literally drain all saved Clubits away of a club within minutes!

After all, this is the quest rework update, isn't it?

That would be a great solution so clubs won't be empty until someone with high enough permissions would come and summon them. People wouldn't need to rely on officers and such, to go every few hours to the game to summon npc as it was their full-time job.

Best solution would be separating summoning npcs and removing npcs permissons.
